Willow Springs Ranch Metropolitan District
Willow Springs Ranch Metropolitan District is a special district organized pursuant to Title 32, Article 1, Colorado Revised Statutes (“C.R.S.”) (the “Special District Act”). The creation of the District was approved by the eligible electors of the District voting at an election held on May 6, 2008 (the “Election”). The District was formed pursuant to an Order and Decree of the El Paso County District Court issued on June 11, 2018, and subsequently recorded in the records of the El Paso County Clerk and Recorder on June 26, 2018. Formation of the District was preceded by the approval by the Town of Monument (the “Town”) of the Service Plan dated March 12, 2008 (the “Service Plan”), including a preliminary engineering survey describing the public improvements needed for the development to be serviced by the District and a financial plan proposing funding therefor. The area within the District encompasses the Willow Springs Ranch Subdivision approximately 216 acres.
The District manager and the Willow Springs Ranch Metropolitan Board strive to update all District information in a continued effort for full disclosure, transparency, to meet implementation of new guidelines to provide equitable access to our services to all Coloradans.
Willow Springs Ranch Community does not have a Homeowners Association, instead the District performs such functions as covenant control and enforcement, architectural review and grounds maintenance services including trash pick-up. These services are paid for through yearly property tax assessment and Operations Fee, rather than through an assessment of dues such as an HOA would impose. The Operations fee is a monthly fee billed quarterly. You will receive an invoice reminder via email.
